Probably BMW USA (or whoever is responsible for transport from port to BMW USA or the dealer) wants to check the cars as they come off the ship to make sure they haven't been damaged on their sea voyage. They are probably filthy making it difficult to check for small damage, so they wash them.

Z4 until 2008, X5, X6, are in SC. 3 series, 5 series, 6 series, 7 series, all M's are Germany. As of 2009 Z4's will move back to Europe and X3 will move from Austria to SC.
