Seem that you are the expert here, he states that using this polish and pad you can not burn the paint. The only way to damage is to polish though the paint. Is that what you are seeing also? Hard for me to believe that 1500 to 1800 with a wool or foam wouldn't produce enough heat to burn the paint.
Sure you could produce enough heat to burn the paint at 1500 rpm if you let the rotary sit in one spot for an extended period of time. I've buffed with a LC german green pad with OC at speeds of about 2400 rpm-maybe even higher. I've also used the Edge wool pads at over 2000rpm. As long as you keep the rotary moving and away from edges you shouldn't burn the paint. Granted there are variables such as the amount of lubrication film between the pad and paint depending on the product being used so I won't make a blanket statement that you can't burn the paint but rather that with the right product and technique you shouldn't burn the paint.
