On neglected finishes like you describe I too go with the rotary. Though I believe with multiple passes and correct pad/polish *some* more severe defects can be removed with the cyclo, the rotary saves so much time when correcting *real* defects. I do find that the cyclo can do more work than the PC though.
I am not as proficient as you with the rotary though, I still have to follow up with a final polish on the PC or cyclo.
