I would NEVER go Erie! Listen to what weekendwarrior said. I am in the Fire Department and was on a call and a full grown german shephard dog attacked me piercing my calf muscle in my leg and me needing stitches, tetnus shot, crutches, etc. This was back in September of last year. I still have not gotten anything from the homeowners insurance!!! They said that I had to get my own police report and my own medical records and bring to them which is actually THEIR job. They wanted me to keep doing all this research and they would call me and tell me to find this and that out. I finally told them that I will not do ANYTHING and that it's their job to do it. I asked the lady (and she felt bad after this) "what if this dog bite was something MUCH worse like me falling through a floor in a burning building and I got BADLY hurt and unable to walk, would you still give me this much trouble"? She also said "well there were Beware of Dog signs up" and so I told her that find next time if I get a fire alarm there I'll let the place burn because of a dog sign.
I had a lawyer tell me once that those signs mean NOTHING. It would be like you guys putting a sticker on your passenger side dash saying that the insurance company is not help responsible if you ride in this vehicle and something bad happens. The sticker wouldn't mean a darn thing.
Anyways sorry to go off topic here but what I'm trying to say is cheapest isn't always better. Look for a GOOD reputable insurance company that will take care of you when something happens. Even if nothing does happen at least you know your well taken care of.
