I personally like the Meguiar's Natural Shine protectant...I haven't found anything else that will work to clean and just leave a LIGHT gloss (you know, one that's more of a semi-gloss than a high gloss) because I don't like being blinded with sun reflection off of the dash.
As for not using anything on the dash, I use a little product to basically help pick up the dust that's sitting on the dash and clean it off. I primarily use the Meg's stuff because it's what I can pick up locally, and the Ultima & 303 aren't readily available, except maybe through a PBE/Auto Body repair shop that I know of.
