Xylene ... Can it be used safely

Sorry man. The main purpose of vapor degreasing is to use the vapor, which is distilled and very clean, to clean the parts (if you just dumped a greasy part in solvent, the grease would be dissolved into the solvent and then leave a film on the next part you clean). So the heat is to create the vapor, which condenses onto the cooler part.

The condensing coils are yes, to keep the fumes in and conserve solvent, but not per se to keep the solvent from breaking down--which you are correct it will if exposed to high heat, which might happen in the boiling area if you allowed it to run dry. I'm not familiar with using carbon tet, but there were plenty of other solvents used which variously were cancer causing, ozone depleting, etc.
