Would you call this clearcoat failure?

I've painted/repainted hundreds of panels and this is a repaint. I'm with Applied Colors on this one.



Many Toyota's 8-10 years plus have paint issues. But they tend to run well with

minimal mechanical issues (relatively speaking).
 
I've never seen cc failure before that peels up in sections so large (and so high--you'd think the owner would at least peel off the large flakes sitting inches above the actual hood).



Bad repaint is what I first thought also (especially because the difference in appearance of the hood and bumper vs. the fender.
 
clearly you guys have not seen the Focus' up here in Canada. I've seen entire trunks rusted to ****. Mind you these cars do go back to 2000, still horrible. I'd say 1 in 5 Focus' that I do see are rusted to ****, door panels trunks you name it.
