I managed to get something like that on my side mirror one week into owning my new CR-V (to my absolute disgust) and got it out easily with a few apps of Scratch-X and a quick rewax of that area.

Ye, not sure ScratchX will do it, those marks are through to something white (basecoat?) I have tried with ScratchX but it didn't seem to touch it
