Why no rinseless or waterless wash product OTC sold in CA.?

I live in the S.F. Bay Area and I'm somewhat surprised that there are no "rinseless" or "waterless" wash products sold through any brick and mortar businesses that I know of anywhere around here. In this area especially– it is strange indeed. Why a product like ONR is only available as internet commerce and mostly word of mouth at that– is bizarre to me.
 
Rightlook in (San Diego) sells a waterless wash in their brick and morter store! Not exactly San Fran but it is in California...also available online of course.
 
I do not see QEW anywhere, including the Walmarts that are listed on their site. At least the 2 Walmarts that are local. Rightlook would not count as a source as there is only one outlet in San Diego. I'm speaking to products that are widely distributed to auto care/parts retailers, etc. Many cities in the area here have water runoff to storm drain restrictions that are very strict. These rinseless products I believe would sell well, yet they don't exist except for the internet.
 
As mentioned, the ProtectAll spray is in the RV area of WM, but they don't sell (as far as I've seen) the QEW. You'd still need to go to an RV or camping store for the QEW.



Home Depot (US only) sold a spray & wipe type waterless wash. Black bottle. The name is "Detail Magic." I haven't tried it though. I think it went on clearance so they may not have any left, but you could look.



Another source that's popping up recently is the health food stores. They are starting to sell waterless and "enviro friendly" car care and cleaning supplies. Not necessarily any big name brand, but it may be a place to look.
