During any water shortage, the car wash places play up the recycling aspect and support banning home washing.

Yep, Rambler was my guess too. My Grandmother had one. My uncle used to take it out to the country and drive it fast to "blow out the carburetor". Lol
 
Maybe I`m missing something with the ads logic? What exactly am I washing off my vehicle that wasn`t already, in the air, on the ground/road, or in the water? If using biodegradable soap, I`m not adding anything to the storm drains that wouldn`t have ended up in the storm drain, if I didn`t wash my vehicle?

Oh, what if I rinseless wash and only use about .75 gallon of water:). Try using .75 a gallon in a tunnel wash:). Take that NJ!
