Which tire dressing is not oily or sticky?

I was kinda' surprised to see the thread go so deep before Z16 was mentioned. It's my absolute favorite, with BnB a distant second. Milky in appearance, no stickiness, no splotchiness, and no sling. Two light coats + buff = a terrific matte black. Skip the buff for an even gloss. IME Z16 covers a little better than BnB and is more durable. That said, BnB was the best I'd ever found prior to buying Zaino.

Same here. Z16 is my favorite tire dressing for the matte finish it leaves. Clean, black, non-shiny tires = my favorite look.

I think I've gotta vote for Z-16 also. When Casey (EisenHulk) came over I showed him the street rod that has Z-16 on the tires, and we both agreed that is the perfect look for a tire dressing (*in our opinions*).

Ultima Tire & Trim Guard Plus looks good and has better than average durability, but I just checked and it is now $48 for 12 ounces (I bought mine on sale). I could possibly justify that price if I had to use it on trim, but just for tires it it a bit expensive.

As someone else mentioned I also like Poorboy's Bold n' Bright. The durability is not quite as good as Z-16 but it looks almost as nice and it is also a mild cleaner. At $10.95 for 16 ounces it is priced pretty good for a boutique tire dressing.

For all three of the above dressings I apply two coats with something like an Eagle One tire swipe and I've never had a tire look or feel greasy and have had zero sling.

I've tried many, many tire dressings of all types. My favorite for look and longevity is Zaino Z16. A relatively close second is Mother's Reflections. The black stuff can be either carbon black from the tire or brake dust.
