Which goes on first?

Scratch remover first, which is a more abbrassive polish. Follow that with the Glaze which in true terms will have little or no cut and fill defects rather than remove them.
 
Yeah, problem is that some so-called "glazes" are really "abrasive polishes". 3M PI-III Machine Glaze and Meguiar's #80 Speed Glaze come to mind.
