When do you not have to use 50/50 rub down?

Hey guys, I'm starting to fill in the last holes in my PC understanding prior to using it for the first time. Anyways, I hear that a 50/50 rub down is at times needed... but under what circumstance is it not?
 
you do the wipe down if you are using a polish

it will remove any fillers to show that you are removing the swirls

and not just filling them

I think any microfiber will do... just mix rubbing alcohol 50/50 with water and wipe down car after polishing. I believe this is to remove any fillers/oils that the polish may have left behind... which may interfere with your LSP.
