I agree with your initial assessment -- as mine was the same. I tried it about 4 weeks ago. You will still have to scrub --- when it comes time to wash your wheels next time. The brake dust doesn't magically disappear with spraying water.
 
I have found that most of the brake dust will rinse right off as long as it doesn't rain. If it rains and there is brake dust on the wheels, the dust becomes "cake". In either case rubbing is required to get them clean with more rubbing required for the "cake". I think the ultimate solution is low dust brake pads and I don't know why foreign car manufacturers can't use them. Once I changed the pads on my last foreign car to low dust pads my wheels stayed clean until it rained and then it wasn't brake dust but regular dirt on them.
 
poorboys wheel sealant will solve your problem. 2-3 coats and you won't need to worry about brake dust it will rinse off with water and car wash soap, no need for harsh chemicals on your wheels. it's specially formulated to stay on despite the heat buildup of your wheels. just reapply every couple of months or so depending on your driving habits and that's it. use it on coated or uncoated wheels, chrome or powdercoated. hope this helps.:2thumbs:
 
^that makes me happy, i havent gotten a chance to try it on my wheels yet but brake dust is a huge problem haha
