I know Im annoying with these pics but you guys help me the best

Now I know it looks like the CC is coming off but its still there could this be the wax peeling off.
I know the picture is a little ick if you need a better one ill try to take one tomorrow
 
I highly doubt that the pic is of wax peeling off of paint. I haven't seen it before and frankly I don't think it is think enough to actually peel. Anywho, it also seems like it is rolling off and not chipping. I would suspect that CC would somehow flake off instread of peeling like a piece of tape would. Is it peeling back like tape or is it rough and hard? How old and what is the type of vehicle? Also what condition is the rest of the car in? Better pics would def. help. good luck tho
 
Do you have a clear protective film in that spot? Does not look like it so I think it is the clear coat. I have seen clear coat peel away like that but it was on a plastic bumper that had hit a pole.
 
It looks as though the area has been re-cleared at some point and that area wasn't properly prepped and the second coat of clear is coming off.
 
No it is on the back wheel well, its a 2001 galant GTZ rest of car is great condition, The rest of the bumper is fine just this part my wheel I will try to get you a better pic tomorrow
 
That's definitely not wax coming off. My guess would also be the clear peeling off, but it's really hard to tell from the picture.
