what's wrong with my rotary?

If you look at my rotary buffer with the Meguiars 7" backing plate on from the side, it has a high and low side. This, if you hold the machine level and turn it on, it appears to wobble. There's no way to have it hit the car surface level.



Is this normal? If not, can I fix it or do I return it?
 
Take the backing plate off and run the machine -- does the shaft wobble? Can you wiggle the shaft with your hand like the bearings are shot? It sounds to me like the metal threads weren't molded into the plastic of your backing plate straight. I'd contact Megs directly. Such an obvious flaw, I'm sure they'd exchange plates without any problem at all.
 
i determined it was the shaft and returned it for a Chicago Tool. But it blogs down when under any presure. So I will likely return it and either get a "real" rotary like a hitachi or a PC.
