S100 Gel wheel cleaner from any Harley dealership is a good way to go - it requires agitation with a brush, but it's mild enough to avoid any chemical damage to the wheels.
For wells, I would recommend cleaning with a diluted APC (Purple Power or Super Clean) and then dressing with any cheap tire shine (the oil-based ones work better than water-based ones). You can tell the difference by how it looks in the bottle - if it's clear, it's oil-based.
