What the heck is happening here? (Paint touch up)

Put something oily on it, like WD40 or something. If it looks fine then, the color coat is good and it either it needs some clear on top or it just needs to be polished better.
 
Thanks for sharing this. I'm currently correcting a vehicle and wetsanded a couple areas of scuffs/scratches that turned out pretty good. However, there are a few spots that the owner applied touch up paint (from those little pen-like containers that can be purchased OTC).



Two questions I have about this--should I take any precautions when correcting over this areas that have been touched up? BTW, I don't think they were cleared, just the paint was applied.



The owner also wants me to touch up several other places with the paint (hood-small rock chips). Any tips on the process? And what about CCing them?
 
shine- For the "how to" I suggest you do the dreaded search. I know, I hate saying that but this time it's warranted as there are some threads where we went into great detail and different people brought up some interesting points.



For the ones that're already there, I'd start by Langka-ing them. I'm not a huge fan of wetsanding previously done touchups that might not be worth saving..you'll be taking off surrounding clear and I'd hate to do that if the touchup needed redone anyhow. I was able to take some old touchups on my M3 from really awful to almost-sorta-OK via Langka (and/but it took a few of them completely off...guess that wasn't any big loss though).
