What is this stuff??

This substance has been on the center caps ever sicne we bought the truck in '98. I always thought it was glue or something that got slopped on there to hold the logo cap in place or something. When I took off the tires the other day so clean them up, me and my dad looked at it to try to figure out what it is. We cant figure it out. It is raised above the surface like glue, and it can be scraped off with a knife. My dad took to it with his Dremel and carefully tried to work it off with a stainless brush. He worked the top layer of it off and it revealed what was underneath, and it has ate into the metal of the cover  Since it has ate into it I figured it is hopeless and nothing will repair it. What do you all think? Any input is appreciated.

IMO, looks like chrome coating failure, bubbling from within that needs to be replaced, if you don't like it ;).

Thats good old fashioned oxidation....otherwise known as RUST! or it could possible be a variant of the ANDROMEDA STRAIN...

That stuff is simply corrosion from a constant bath in road salt. The plating right there is real thin so it was easy for the salt to attack. This type of corrosion is prolly in several places arund your truck if you look for it - under the hood, on most of the suspension, places like that.

Only thing I know to take care of it is to trash the part and buy a new one.

for some reason I don't see that wheel cap being made out of metal, is it? (which is why I didn't say it was plain rust) it would be kinda heavy, I would think.

Bret- My dad thought it might have been from road salt, but I kind of ruled that out since it was 'raised' above the rest of the surface, but that sounds reasonable now.
