What is this on my paint?

Hi everyone,



I wanted to revise my old post (thanks to the one person who responded to my old post).



I read through many posts and the detailing guide to bring my infiniti i30 back to its original state.



The paint is horrendous to look at now. Swirls like you wouldnt believe...all from buffing from the previous owner. Im not exactly sure how to fix this...it seems to be the paint was burnt b/c of overbuffing. Heres some pics...

The thing in question is the dull area in the paint. Its pretty dirty now, as the car sits outside and we just had a pretty bad rainstorm here in los angeles. Any ideas on how to fix this? Thanks for any inputs.

it looks kinda like dried polish or wax that was never wiped off...i would try some clay on it and see what happens
 
The edge looks like buffer marks or a line of polish left over from the buffer. The white specks are difficult to tell. Does any of it wipe off with a spritz of detailer?



Otherwise try claying it then polish and wax.
 
It does look a bit like dried polish but I'm pretty sure the clearcoat's been removed. I don't know if anyone has suggestions on re-clearcoating the area. I've never heard anyone discuss this on the board, but I assume you could hit the area with some paint thinner to clean it, mask off the rest of the car, spray some clear coat, let it dry, wet sand it, then compound it.



Hopefully I'm wrong and it's just dried polish.
 
the white specks are only the dust, as i havent had the time to wash the car after a rainstorm. Im speaking about the dull areas in the picture. Ill try the clay method, then try some polish. is there any way to restore the shine if the clearcoat is actually gone? I see the respraying of clearcoat but that would be my last resort.
 
I bet its dried compound, there were some spots on my car like that when the bodyshop buffed my car. Claybar took it right off and made it smooth again.
