What are my options-----LR seems to have a some sunburn?

I've got this problem here on my LR.............not sure what it is, but it seems to have a little bit of peeling on it, maybe it's the clear coat that is coming off, but I have no clue at all what's happening here? So feel free to offer some words of advice on what my options are to take care of this problem......thanks in advance.

You know what..........after 2 years of detailing my Miata.....I don't know if that area of the Miata is single stage. I know for sure it came single stage from the factory, but the front bumper and RF fender has been repainted double stage w/ clearcoat. I'll check later on this week, and see if any red comes on the pad.

Sorry guys for the looooooooooooooooooooong delay here.....last event of autocrossing, and tons of school work to handle.



Good news is today I got to wash the Miata for the first time in about 3 weeks :shocked .......and the conclusion is, the LR fender is clearcoated, and I've also found out about more than half of my Miata is too.............guess the thought of it being original base color is over :o ...........



So what are my options to handle this?
