The top is poor sanding in the body filler, the rest is solvent pop from a repaint. I see it every day in the shop I work at. If you have access to a paint depth gauge, I would be willing to say it probably can't read where the scratches are, but other areas on the panel will probably be much thicker than the rest of the car. They probably won't affect the life of the paint, but if it was a repair done while you had the car, contact the shop that fixed it and see if they will remedy it and if not, call the insurance company and complain. The only way to fix that, is to have someone redo the repair.
