Water spots??

So my hood looks like clearcoat failure to me but along the body line on the door are these water spots and if they are what's the best practice on getting them off?

I thought so too but it is only about the body line around the truck, below it is flawless. I am perplexed to say the least.
 
The top is poor sanding in the body filler, the rest is solvent pop from a repaint. I see it every day in the shop I work at. If you have access to a paint depth gauge, I would be willing to say it probably can't read where the scratches are, but other areas on the panel will probably be much thicker than the rest of the car. They probably won't affect the life of the paint, but if it was a repair done while you had the car, contact the shop that fixed it and see if they will remedy it and if not, call the insurance company and complain. The only way to fix that, is to have someone redo the repair.
 
The more I look at the second and third picture, the more I think it is tiny pinholes in the body filler under the paint. See if you can tell where they begin and end, if it is a drastic they start here and end here type of thing, then I would put my money on pin holes in the body filler.
 
Well the crazing on the hood almost buffed out with griots fast correct a micro fiber pad and my g15 but has left traces of the solvent pop or filler holes for sure. It seemed like very very heavy mineral deposits. Up close after my first pass they looked even more etched but on the 2nd pass leveled out nicely. I got the f350 a few years ago and only thought one panel was repainted but am now think much more work was done on it based on all of these minor imperfections. When I bought the truck it was in NC and prior to that was a Florida truck and I am fairly certain the owner was a shop owner (audio or body) based on the ridiculous amount of electronics in it and the perfect installation of them. Time to borrow my buddies good meter and test the entire truck.
 
And yes all the pinholes on the side of the truck are right around the body line below the window where sanding would have been more difficult.

just bought a PTG a few weeks ago. my question is why can't the gauge read a filler?
