Water Spots

If your going to start from scratch on your car and polish it and do LSP, how do you get water spots off plastic? I have it on my hood scoop, they have never came off I can see them somewhat. Will Claybar remove it?
 
Plastic hoodscoop? Painted or color molded? Matte or Shiny? Flat or textured?



IMHO, you've gotta know all those before you can get much of an answer on how to treat plastics.

I know this is a major noob question, but how about off glass? My water is REALLY hard and I can't seem to avoid spotting. Glass cleaner doesnt do it.
