water regulations and washing

For reference, im in Oceanside CA. The water regulations look like I can't let any wash water (because of the soap) go into storm drains.



For the most part, this is fine since i'll be using QEW. The only thing that im concerned about is mud and stuff like that that is really caked on. What would I do for this? Do you think that rinsing with plain water, and then using QEW to wash would break any regulations?



I'm still sorting through stuff on the city websites that talks about it, but if any one here has some suggestions, it would be appreciated.
 
I believe it's all over the country that you are not suppose to let chemicals wash into the drain. I forgot what I read about the law and the EPA. I just know my area they have laws about it but the local authorites really don't do anything about it. I believe I was told one area I might run into problems... so I just don't go in that area... lol...

I'll probably call a city representative of some form on monday make sure what I know is correct.



Right now I'm planning on QEW 99% of the time, and I'm looking into what a pressure washer would do for me. I have a cheapie one, but on certain settings, it would put out hardly any water (so nothing would reach the storm drains) and I could still clean off caked on dirt. So maybe that will work for me if it wouldn't hurt the paint. Or maybe I just wont be able to clean some cars.

I think you are going to have to resort to bribing your neighbors with car washes and make them promise not to call the tree police on you.
