Visors help

Hi guys, I didn't know where to put this so I'm just going to wing it. Now on to the problem. I recently purchased some used window visors from a person and turns out it has some major scuffs on it. I don't know how they got there, but it has deep scuff marks and is pretty dirty with micro scratches as well. Can anybody recommend me any products that'll help me clean it? The visors are made from smoked plastic if anybody was wondering.
 
I'm also trying to peel off the 3m tape. It's kind of hard to get the residue out so will goo gone work? Or should I just tape over the residue. I'll post pics of the scuff. Also, it's not white paint, the scratch is just to deep. Anyway I can lessen the visual damage? I'll be posting pics soon.
 
That damage must be a factory problem, the last two sets of Vent Visor units I have bought have deep gouges and scuff marks on them. What looks like white paint seems to be a plastic residue, I used Megs Plast X plastic polish on mine and the scuffs came out after a lot of work.
