Under the assumption that the lubricity of your bolted joint does not change. If you find out the correct amount or torque and measure it in degrees past hand tightening, you should create the same tension.
It's always difficult to calculate the amount of torque to be used since there are so many factors involved. Just because you know how much you're putting on doesn't mean you know what that correct amount is.
