Sadly nothing. My friend and I went on Thursday to the shop and talked with the manager, who showed us everything, even demonstrated the process on scrap wheels they had lying around. In the end, my friend and I both agreed that he was telling the truth that the tire shop did not cause the damage because even the manager said if they had been able to cause those marks, he would have had absolutely no problem paying to fix my wheels. I have a feeling it was the alignment shop then, but by the time we were done with the tire shop, the other place was closed, so I said forget it, and sadly I'll have to take the loss. Hopefully I can just ignore it for a while, and later when I save some more money, I'll decide on refinishing or not, depending on if reanodizing and then clearing is still possible later.
It probably was the alignment shop, but I decided it's not worth driving another 60 miles to end up with the same outcome of me getting nothing, which sucks, but in the end, I guess, what can you do? Sadly...
