What a dumbarse. Not only did he leave his car out in the rain to get soaked, but he probably left the leaf blower running for a long time causing it to overheat and catch fire. Insurance covers ignorance so he's all set.

My guess it was a gas powered leaf blower and set it too close to something and left it unattended and poof!
