KANCHOU - it is rust, couldn't explain why the interior bolts would get rusty like that 
BIGLEEGR - the rest of the car is cleared, flex additives can hamper with the quality of the paint job, a body shop once told me they can add them or they can't, if they do not add them then the paint will crack.
well, the car is gone now and the kid that now owns it didnt even say anything
SCOTTWAX - i was able to clean the bolts and remove the powder-EE substance,
and that was about it.
