Well, I called the number this morning. It went right to voicemail, but it definitely was his as he announced his name on the greeting message. Told him who I was, what the situation is, and left my number to call me back. I'll keep you guys posted...

I have sent him emails and no response. :mad: I sent him another email today (scc@cmgreen.com, paypal@cmgreen.com, cmg@cmgreen.com, chip@cmgreen.com) giving him a last chance and ultimatum. I know a couple of people said that they had a good experience with him awhile ago but this seems to be deliberate fraud. Unless the guy got hit by a bus but I doubt it. Several people have emailed him multiple times at various email addresses and started a payment dispute with PayPal with no response. It does not look good.



If you don't get a response back from Charles Green. This is what I suggest people do:



1. Contact PayPal and file a dispute. PayPal's User Agreement Buyer Protection Plan



2. Contact your Credit Card Company if you funded PayPal with your card. Hopefully you paid via this funding method. Your credit card company will take care of it and you don't have to deal with PayPal's slow dispute service.



3. Since this seems to be widespread deliberate fraud against several people. Contact the US Postal Inspector's Office and file a Federal mail fraud complaint.



4. Since his last know public address is:

File a complaint with the CT Attorney General's Office and the CT Department of Consumer Protection



5. File a complaint with the Federal Trade Commission.



I do believe in giving people the benefit of the doubt and that your are innocent until proven guilty but the facts speak for themselves here. It has been weeks since payment was received and no communications of any kind. No responses to emails other than to send an invoice for payment. Dispute process started with PayPal by buyers. No response!



If everyone who has been defrauded by Charles Green takes the above actions hopefully he will not be able to do this to anyone again.
 
Keep in mind, almost all of these actions that you are "telling people they should do", will not even look at your dispute because it has only been about 7 days. Most ask for 10-14 biz days before they will file anything....If you used your CC to fund it, just file a dispute and be done with the whole thing.

Not sure where you're getting "7 days". My order was placed on May 4th, 15 business days ago. 3 full weeks...
 
All I was saying is that, yeah it sucks. It really sucks to be ripped off. It feels like someone violated you. Anyone who has shopped online has experienced this in one form or another. I would just file with paypal and/or your credit card, and be done with it. If you keep getting yourself worked up over it, it will eat you alive. Thank your stars it was not for a ton of money. I wish you luck my friend, but it just seems that you are spending more time and energy then you need to. This guy is clearly a snake. He ripped you and many others off. But if you think that the AG or FTC is going to get involved with a case that is less than $100 you are mistaken. Please do not take this the wrong way. I mean no harm or ill sentiment towards you. I just hate to see someone focus so much attention on something that will most likely get them nothing more than a headache.

Charles Green received payment from me via PayPal on May 4th, 21 days ago. I sent him an email on May 6th and 10th. Then again on the 17th. So it has been over 21 days with NO communication from him. I am giving him till May 30th to respond. If I do not here from him by then I will start the process on Monday, June 4th. 30 days after payment was received.



Normally I would agree with you and say just contact the credit card company and be done with it. But in this case there seems to be multiple victims who have given him ample time to respond. Charles took the time to email an invoice to all of us so he could receive payment. If this is not deliberate fraud then it is probably one of the worst examples of human callousness I have come across in dealing with a merchant. Unfortunately, if an individual is not held accountable for their actions they are doomed to repeat them. These steps are a measure of protection against future abuse.
 
Just something to keep in mind. If you payed this man with paypal, your credit card company will *most likely* not accept responsibility. I went through a similar situation a while back, and when I called my cc company, they told me that they were only responsible for the transaction made with paypal, and not with anyone after that. In other words, I was screwed. If you pay with paypal, your only protection is with paypal.

Yea, I understand what you mean...But you dont know me :D Not really worked up over it. Like I said, in the 10+ years of using and buying stuff of the internet, this has never happened before. At this point, paypal is doing their job, I'm just playing detective for the time being.



And besides, I'm not the type to just sit back and take it. If I can do something about, I'll try. And I dont want to see this happen again to anyone if I can do something to prevent it. I see it as a challenge, thats all...

Yup, I agree with that. With paypal, funds are taken directly from my account without the use of my check card. If I can use my check card through paypal, then thats what Im going to set it up to do.



BTW, thanks for letting this stay open. I wasnt quite sure what the mods of the board would make of this. Its a big help though, and I appreciate it.

joshtpa I agree it is not worth getting too worked up about. But it only takes about 15 minutes to fill out a couple of internet forms. I agree we are not going to see a major bust here on 20/20 or something.



Also, it is not necessarily the dollar amount of the fraud but the number of complaints. FTC complaints get logged into Consumer Sentinel, a consumer complaint database maintained by the U. S. Federal Trade Commission. It looks at the number of complaints filed against an individual not just the dollar amount. So the more people that log a complaint the better the chances are that the individual will be held accountable.



I think most people here would have given him a break of he said he screwed up or something and refunded the money. It is just the blatant lack of caring that bothers me the most. Life is too short to let something like this bother you too long. It's just the danger of a laptop a cold beer and nothing good on TV! :)

No problem. I *have* moved it to the Hot Tub forum since it is quite off topic, but otherwise fine. I hate to see people get scammed just as much as everyone else. As long as the facts are discussed, and nothing is exaggerated, assumed or speculative, I have no problem with it.

I bought a phone on Ebay and it cost me 40 bucks. The guy never sent, I filed a claim with paypal, they said it will cost $25. When my claim was resolved I got $15 back.

I got an email today from paypal saying that they will be refunding the entire amount. All's well that ends well I guess. Oh, and I'm not being charged $25, not sure why others were.



I would suggest anyone else that's been affected by this to do the same.
