some wheel questions

I bought a 1988 Dodge truck with some cheap aftermarket wheels. They have a chrome lip and the rest is black-he paint it-not sure of was black or not. Has some rust (very little) on the lip what can i do? I have also some wheels that called Turbine something like the general lee. What can i use for that and will have to be otc Thanks

Agreed with Opie, any way to post pictures?

P21S Polishing Soap will clean rust from chrome lips if is surface rust.
