soft clear coat?

so my car got keyed a little while ago and the rear quarter panel, passenger door, and hood was refinished



I noticed even claying with sonus green will mar the paint, then after polishing it to swirl free, just a light wash put light swirls on the paint



is it because the shop used cheap materials which caused the clear coat to be so soft?
 
Resprays take a little time to cure. The softness may be due to the fact that the paint has not fully cured/dried.



The swirls may also be from the polishing stage, sometimes a wash will reveal marring that the polish may have filled with oils and/or residue.
 
It should only take a couple days for a paint job to cure. It only takes a couple hours at a proper body shop, they use UV lamps after painting.



If you can dent the clearcoat with your fingernail, you should definetly be worried.
