Rough Paint On Jag

Ok, so the people I typically detail for just recently bought a '99 Jaguar XJ Vanden Plas. It lived outside and the paint on the roof and the rear decklid is bad enough to where it actually grabs the towel. Will polishing it with an orbital restore the finish or is this a result of something bad enough to where it will need to go to a specialist to get a new clearcoat?
 
Yep, I would definitely try claying first...you'd be amazed at how much crud clay can get off that you don't think is there. It definitely leaves the finish much slicker.
