Rim got a little scratched

My brother was trying to help me clean my wheels but accidentally took a tire brush and started to clean the rim with it (needless to say he's clueless about detailing cars). There aren't any visible scratches (I stopped him pretty quickly) but I see its kind of dull compared to the other rims. Any way I can restore the shine?





Also there seems to be some kind of caked on residue on the rim, even though the car is new. It might be brake dust, or some kind of gooey substance. Would claying take care of this? I cannot really identify what it is exactly, since the car is so new (surely it must not be caked on brake dust) so it might be some kind of adhesive or something. How would I go about removing this? Wheel cleaner?
 
Claying or evena high quality wheel cleaner like DP Wheel Gel will help with the caked on product. As for the marring, depends on the wheel, chrome, billet, painted/cleared (most likely if factory) etc.
