Poorboys PVA's and Waterspots???

I am going to try and help reduce some water spots on the roof of a car, the water spots maybe old. But someone told me about using a Poorboy PVA and white vinegar and water 1:1 before I use a machine??



I am not sure how to do it though??



Do I dip the PVA in the vinegar solution and then run it accross the water spots and then dry off with a micro fiber? Can I do this process as I am washing the car before I begin claying and polishing it?
