I just got my back bumper repainted because someone backed into me  . How long till I can polish and wax it with an orbital polisher?

Check with the painter .. minimum would be 30 days .. *but* goby what he says that way if you have issues its covered.

BMXer760- There sure are a lot of Autopians getting paintwork done recently!

No matter what the painter says, don't wax or seal it for at LEAST 30 days, and that's a minimum, even if it was baked. That's the bad news.

But the good news is that you can polish it and apply a fresh-paint-safe glaze to protect it and make it look good. I like Meg's #80 Speed Glaze, it has some abrasives that will smooth out the paint and remove minor marring (but it's not too strong) and also provides some protection. Other Meg's products that are fresh-paint-safe include #3, #5, #7, and #81. I also like 3M's IHG, but some find it hard to use. As I recall, Mother's Sealer and Glaze is another safe choice. Note that all of these EXCEPT the #80 are non-abrasive.

You might want to do this one by hand the first few times, being careful and learning how your chosen product works.

What about the surface? Do I need to clay it before polishing, or can I go ahead and polish ontop? Thanks by the way, I am new to this.

if it makes any difference it's a 1995 Granada Black Pearl Honda Accord.

Be careful with fresh black paint. Remember that paint continues to harden throughout the curing period, so be very gentle.

No need to clay unless you've picked up some contamination. I'm a big clay user, but it's not always necessary. If you DO clay, use LOTS of lube and be as gentle as you can. Also be gentle when you polish. Use something mild, a VERY soft applicator, and a VERY soft MF to remove. I really can't over-emphasize the "be gentle" part.
