I got a set of wheels from a friend and the lip is messed up due to some detailing guy that use some weird chemical and it looks stain and wont rub off...

Are you sure those lips are not anodized??? I have Volk GTC's on my 350Z and they look very similar to what wheel. I just keep my lips polished with an AIO and follow with a good sealant.
My wheels look like that, the P21s finish restorer helped tons and made them look great. I still need to do a little wetsanding on them, but this should help you out:
if i wetsand wouldnt it remove the anodize coating?
I'm planning on removing the anodize coat, sanding, then re-polish the wheels. If i use the chemical to remove the anodize coat and accidently touch the spokes will it mess that up? any know how to remove anodize coats?
