The bars are called push bars, and are used for pursuits. The bars cut down on damage to the cruiser when used correctly during a pit maneuver.

Definitely looks like the Grand Prix was teh vitim of a PIT by the cruiser, then it went headfirst into something...maybe the cruiser, if he didn't steer away/brake soon enough....
