I'd say that - despite the fact that your amounts seem correct - still try to use even less product. Maybe the pad is oversaturated with the priming...
Do you remember where on the panel did you see these defects? Where you started polishing? I'm asking this because it may be that the saturated pad does an incomplete job where you start with it (polish doesn't break down), but when it uses up the polish more and more, it can finish out as it should. Sounds silly, but even this is a possibility.
I'd consider it because the traces look like an incomplete breakdown.
