Painted Rims

Greetings all. Thanks for looking, I just have a quick question here. I have a 97 Grand am GT, white in colour with matching white rims. I believe I have some sort of stain on all of the rims but I cannot get rid of them. Ive tried everything, I had one thought that it could be my clearcoat but Im not sure. Ive tried everything on the rims from claying to polishing with my PC. Now how would the rim look like if my clearcoat is ruined. Does it sort of form a spiderweb?

Any help would be appreciated.

What exactly did you try polishing it with? It must be a bit serious if polishing doesn't reduce or fix the problem...
 
It's real hard to tell by the pic, but I'll take a stab at it.

Just guesses, but it could be:

1) Baked brake dust that has etched and stained the paint.

2) Etched water spot.



Question for you. You said it is on all of the rims. Are the spots isolated to just one part of each rim? Like if there was puddling water on the rim at the bottom? I'm thinking that maybe after a wash or rain, the water dripped down the rim to the lowest part. There it sat, and dried. And possibly it was very hard water/acid rain, and etched the surface. If that's the case, depending on the severity, polishing may diminish the appearance.
