opaque paint fixable?

A customer with a 2003 or 2002 cant remember has a white camry and it looks liek the clear coat is shot but does not show the usual sign of clearcoat failure. I opened the doors to look at the door jams and they are still shiny like from the facotry. The rest of the car looks like something is overtop of the clear or its not there hard to tell especially on white. Had him was it in dawn to see if a cheap wax or something had gone bad, but it did not help? what could be wrong here? what can i try on it to make sure that it is clearcoat failure? 2002 or 3 seemed a bit new o me to be having that kind of a pain problem.

A car from 2002/2003 is 7 to 8 years old. If it has never been washed or waxed, clearcoat failure is almost assured.
 
I think it's a little premature to say one way or the other. If the car hasn't been cared for all this time, it's going to be dull. Without pics or other data points it's a little hard to say whether the paint is shot or simply that it's an extreme makeover candidate.
