Old tar left black spots

I have just replaced a side panel on my car with a second hand one, it had a lot of tar marks which I removed with tar remover. The problem is that I now have black marks on the paint. I tried even more tar remover and WD40, the marks cannot be felt and clay failed to do anything. I have tried a rubbing compound but with no luck.



Anybody got any ideas?

I have also tried, Autoglym Paint Renovator and Resin Polish, even tried strong soapy dish washing liquid.



I just cannot figure out what has happened. The panels will only be on for a month or two until I can afford to buy new ones but I would really like to get rid of these marks
