Just bought Meguiars Paint Cleaner, Polish, and NXT Tech Wax. I also have microfiber towels, Meguiars Gold Class, and buffer on standby. How should I use, apply, and remove all of this stuff. Also when will the buffer need to be used?

You didn't list any applicators. Do you have any foam, mf or cotton terry applicators? The buffer won't be able to get into all grooves, corners, etc. so you'll still have to do some by hand.

The order of application is as follows:
Meg's Paint Cleaner, then Polish, Then NXT. (or Gold Class. Both are last step products (LSP)

You'll want to work with the paint cleaner first, as this step will prep the finish for the rest. As has been said before on this board, you can put frosting on a pile of cr@p, but that don't make it cake!
In other words, if you don't have an oxidation and swirl free finish for the wax, you'll just end up with kinda shiney oxidation. Spend more time on prep and you'll have better results than spending that much time waxing.
You'll be likely using the buffer for this step. Make sure you have a different bonnet for each step, as you don't want cleaner rubbing off your wax as you're applying it.
You don't need to use much. If you use too much, you're wasting product and will be making removal more difficult. Put on enough so that you can cover a quarter of the hood (thinly) and then proceed to buff it in. Work the product so that there doesn't seem to be much left. You don't need to leave a film on anything but the last step. If you do, it's just more to remove, as you shouldn't be leaving any residue behind.
The polish (step 2) is, if I remember correctly, a chemical polish, which doesn't need to be worked in as much as a mechanical or "abrasive" polish. You could do this by hand, but it's also do-able with a buffer. This step should give you a deeper and wetter shine.
The final step is the wax. I would say that you should so this by hand, so as not to remove any fillers left behind by the polish. Some people say to apply in back and forth motions so as to avoid swirling. As you've already polished, I'd say this would be a good way to go. If you were to be using a 1 step, I'd probably say either in circles or back and forth. Of course, if you're set on using the buffer for this step too, then obviously you'll be applying it in circles, as that's what a buffer does.
After each step, you should be sure to wipe off all residue before going to the next step. Again make sure you use a clean mf for each product removed.
Finally, if you plan on "buffing to a brilliant shine" with a "wool" bonnet on the buffer, be sure it's not synthetic, as it may induce swirls.

Good luck!
