A good wheel acid (with HF) on chrome will do that. It drops the dirt right off. Pity that it is so insidiously toxic.

This I've found is the secret to clean wheels, just do them frequently, and use a soft wheel brush. I like to pre-spot the dirtiest areas with a shop towel.
No need to struggle so much when you are washing, as over a few washes you will get all the dirt off.
Right now I'm using TW F21 Wheel/tire cleaner, which works ok so long as you use a brush, but I'm just dying to try out my new bottle of Black Magic Titanium wheel cleaner. According the BM Website it has a neutral pH, which should be a pleasant change from strongly acid/alkaline cleaners.
