Does this thing really have enough horsepower (no pun intended) to "clean" wheel wells. Looks great for a light-duty rinse, but will it liberate the tough stuff???

It can't get the surface as clean as soap and a brush, but then again, I've never seen a safe stream of water that could get a surface as clean as a mitt/brush.
Just buy one and you'll see. IMO, it's easily worth $10.
