Need help cleaning wheels (tar, marker!)

I have some used alloy wheels that had some tar stains and writing on it with a marker! The typical washing on the wheels didn't do anything except remove some of the tar spots. There is a stain on the wheel still and the marker writing is still there. Is there anything I can use to remove this stuff? I was thinking about trying the P21S Gel Wheel Cleaner. Do you think that would be strong enough to remove this stuff?

If the marker is sharpie, acetone or some alcohols will remove it. I know for a fact acetone will work to remove sharpie as I use it in the lab on glassware all the time. Just put some acetone on a paper towel, wipe, done. That being said I can't say what acetone would do to the wheels or any coatings on the wheels. Therefore, I will allow some others with more knowledge to chime in.
 
P21S is a great wheel cleaner, however, it may not touch tar spots and/or marker. Most AIOs/tar removers/and clay will tackle those issues.
 
thanks for all the suggestions guys! i need to really get some pics for you guys to see what i mean. if it wasn't for that 10 post rule... :(
