Mystery substance on hood & scratches. Suggestions?

So as my first post I pose this question that has baffled me. I have this mystery substance on my car (2004 Lancer RalliArt) that has not come off with a host of methods I have tried.

(Yeah I need to fix the paint chip too.) It's raised, like tree sap, but it it seems almost more like melted plastic in texture. Any thoughts what stuff might be able to rid me of this?



Also I have some nice scratches on the hood and roof thanks to a snow brush that took a nice chunk of clear coat off. Can a coarse > fine polish take this out?

I have seen alot of this on some cars i did before the winter. Its either sap or sometimes if a wet leaf sits on the paint and dries it leaves a similiar etching in the clear. Polishing should be able to get it right out. What part of NY? I'm on LI if you ahve nay other questions shoot me a PM.
 
Looks like etching to me. I've seen some leaves etch into concrete at my home.



Probably may need a wetsanding if it hasn't gone completely through the clear.



As for the brush scratches, those look pretty severe. Can you take any macro pics of the damage?
 
Take a magnifying glass to it (or 10x jeweller's loop) and see if it's something adhered to the surface or if it's been etched before doing anything else to it. Otherwise, you might do additional damage.
 
You've tried Surf City Grime Destroyer to get the mystery substance off? I was just searching on this forum last night and found rave reviews about it.



But, that will eat through any protectant you've got on the car, so you'd have to re-protect somehow.
