In my experience, Black Magic Titanium Matte finish gives a nice matte finish. My understanding is that the Mothers Reflections Advanced Tire Care will also give a matte finish. According to the autogeek ad copy.

Gloss It signature tire gloss is an excellent product, leaves a deep matte shine. You can make it wetter by adding more coats if you want too
