little dots in the paint?

After trying a sample Panel on a non-clear coated red car, I saw little dot divots covering that section. I would normally think the clear coat was thinned to much, however there is no clear coat! What are these dots? They’re very tiny and it almost looks like dust is permanently on the panel.

Nope it's solid red. I polished a few more panels and They are not really doing the dot thing. It's hard to see the dots.. maybee they were there but the finish is scratched up enough to take away from them.
